External Evaluation of operational funds as an instrument of the EC cooperation with Chile
The projects' aim's to:
- Evaluate the impact of the “Fund” Instrument in connection with the programmed activities, specifying the level of achievement of the expected results, the level of fulfilment of the specific objectives and the appropriation on the part of the beneficiaries.
- Verifying if the organisational and management structures used in relation to the practice of the “Funds” creation have been the adequate ones to guarantee the fair and equitable participation;
- Evaluate the fund validity as a management and as an access instrument and participation of the resources that the UE places;
- Draw upon conclusions concerning which lessons should be obtained and applied to this instrument, both to the Government of Chile and to the EC, and the advantages in using it in the next cooperation cycle 2007 - 2013 and its' replication potential in other beneficiary countries.
