Requirements

Profile Required

Education

• Master's Degree in Public Administration or Economics or Accounting or Supply-chain Management, or Procurement, or Project Cycle Management or in a related discipline;  in its absence, equivalent professional experience of more than 12 years.

Professional Experience

• 12 years' experience in the sector(s) related to the lot.
• Extensive knowledge of the financial procedures and instruments (11th EDF, PRAG, Companion) of the European Union;
• in developing and tracking Supplies and Services Procurement Plans.
• in facilitating/drafting/finalizing/quality-assuring Terms of Reference and Specifications for EDF 11 Supplies and Services Tender Dossiers.

The Consultant should have:

• prepared the dossiers for at least two 11th EDF Simplified / Local Open Supply Tenders, and, at least two 11th EDF Simplified Services Tenders;
• managed/supported the tender opening, evaluation, reporting and contracting of at least two 11th EDF Simplified / Local Open Supplies and Services interventions;
• managed three EDF-compliant Supplies/Services contracts.

• in the EC’s framework contract procedures will be an asset;
• in supporting the implementation, management and monitoring the EC grants will be an asset.

• Knowledge of the Namibian and/or African context will be an asset.

• Experience in coaching and training in procurement will be an asset.

• English proficiency.
