Key Expert 3 – Human Rights, Gender and inclusion Specialist

General description of the position:

The Human Rights and Gender Specialist is responsible for identifying all information needs and organizing and planning the specific missions for which he/she will be mobilised, identifying the stakeholders that are relevant to meet and leading the discussions with them, analysing all the documentation collected, and writing the AD. He/she will provide advice and support to the Delegation for specific services defined during the contract implementation and related to the planning, design and implementation of the MIP and TEIs. He/she will be responsible for keeping the Delegation of the EU regularly informed of the progress during the mission.

Expert category:

Cat. I (>12 years of experience)

Qualifications and skills required: Education of at least Master's degree academic level in a field in political or social science or relevant fields according to the assignment. In the absence of a Master's degree a professional experience of at least 7 years in a field closely related to the assignment and to development work, in addition to the number of years of general professional experience stated below would be considered as equivalent.

It is expected the expert to have expertise in the following fields:

  • WEGE (women’s empowerment and gender equality) - Women and girls inclusion in economic, political and social life. - Improved access to justice/rule of law: strengthening capacities of Courts, judges, magistrates and CSOs. Law banning FGM. - Strengthening of “alternative dispute resolutions” (ADR) mechanism;
  • SGBV prevention and response - Transformative approach focused on social norms, including men, boys and masculinities also via media and cultural activities. - Involvement of traditional leaders and local authorities.- Child marriage and harmful practices such as FGM, including law/permanent ban.
  • Promotion of SRHR - Increased access to SRHR services and support to marginalised populations
  • Engagement with women’s organisations and CSOs

General professional experience:

At least 12 years of international professional experience in development cooperation in low-income countries.

Specific professional experience:

  • Experience in sector review and appraisal in the given areas of expertise i.e., inclusion participation, non-discrimination and equality;
  • Expertise in problem analysis, stakeholder’s analysis and institutional capacity assessment;
  • Technical knowledge and expertise in thematic areas and cross-cutting issues as gender, rights-based approaches, do-no-harm principles, conflict sensitivity and capacity development;
  • Familiar with donor supported development strategies, mediation, dialogue and conflict transformation approaches;
  • Knowledge of EU procedures for external actions would be an asset.

Language skills:

Excellent writing and speaking skills in English. Strong reporting and writing abilities.
