Requirements

The TL/KE he will be responsible for:

• Planning and coordinating the short-term technical assistance tasks according to the EU delegation's needs;
• recruiting timely expertise for specific assignments (from the pool of non-key experts);
• coordinate the efficient execution of short-term TA mission and ensure quality of results;
• support in the elaboration of Terms of Reference for specific assignments, as necessary;
• draft intermediary and final reports;
• participate to coordination activities with other EU funded initiatives, as required.

Qualifications

• University degree in: project management, political science, international relations, development economics, sociology or directly related discipline.

Good knowledge of:

• EU development and cooperation policy and financial;
• EU-Mexico relationship and current cooperation priorities;
• EU project management/ EU project cycle management;
• managing a team.

General professional experience

• 6 years in a similar role (managing a team of experts for the implementation of EU development and cooperation policy/ies, programmes or projects in a third country).

Specific professional experience

• In formulating, implementing or monitoring cooperation programmes/project in third countries;
• drafting Terms of Reference in different sectorial topics and coordinating institutional training activities;
• managing a team of experts;
• institutional relations and developing professional networks with stakeholders.

• Knowledge of the Mexican political and policy context and of the region is considered an asset.
• Proficiency in Spanish (Written and oral communication).
• Professional independent user in English (written and oral communication)

Additional information

• The Team Leader must be based in Mexico.
