Multi-Annual Review of Protection of Basic Services Programme (PBS)
The project aims to review the Protection of Basic Services (PBS II) performance, relevance, efficiency, effectiveness and sustainability in achieving the intended outcomes and to make recommendations on the design and implementation of phase III of the programme (PBS III)in the following dimensions:
• Strategic Relevance of the programme (policy dialogue, economic sustainability, coordination with other programmes, coordination across government, main focus);
• Value for Money;
• Relevance of tests and cross cutting issues (additionality, fairness, gender, governance, quality, etc.);
• Harmonization, Alignment and Predictability;
• Implementation issues.
