Elaboration of the National High and Mid-Level Staff Training Plan (PNFQ)


This intervention aimed at materialising the National Strategy for High and Mid-Level Staff Training and the National Policy on Employment Promotion and Human Resources Development, through a detailed implementation plan for the training of staff in the period 2013-2020.

The PNFQ focused on training highly qualified human resources that are necessary to the country’s development, especially in the implementation of key projects and the progress of the various sectors of the economy.

Seven action programmes were developed: High-Level Staff Training; Mid-Level Staff Training; Training and Capacity Building of Teachers and Researchers for Higher Education and the National System of Science, Technology and Innovation; Training of Teaching Staff and Researchers in Education; Training of Public Administration Staff; Executive Training for Entrepreneurship and Business Development; Public Scholarship Policy. Each one was programmed with a multi-year budget and an implementation system was designed.
