Requirements

CESO – Development Consultants is looking for experts available to be based in Canada for a period not exceeding 3 years, to implement an EU-funded project in the field of public diplomacy. Two positions are sought: Key expert 1: Senior Expert - Team Leader (Ref.: Canada_01/2019) and Key expert 2: Junior expert – Public Diplomacy/Communication/Public Relations (Ref.: Canada_02/2019)

REQUIREMENTS

Key expert 1: SENIOR EXPERT - Team Leader (Ref.: Canada_01/2019).

Qualifications and skills

  • Advanced university degree (Master degree) in public relations, public diplomacy, communication, management, international relations, international law, or similar;
  • Fluency in English with good command of French;
  • Strong knowledge of the context of Canada and its varied regions, as well as of the relations between EU and Canada, is an asset;
  • Proven knowledge of EU institutions, functioning and policies is an asset.

General professional experience

  • Minimum of 10 years of general professional experience in public diplomacy, or public relations, or communication, or visibility, or international affairs, or equivalent;
  • Working experience in Canada;
  • At least 1 previous experience as team leader/head of project/coordinator will be an asset.

Specific professional experience

  • Minimum 5 years of experience (included in the 10 years of general professional experience) specifically in the field of Public Diplomacy* in external relations;
  • Minimum of 2 years of working experience in the management of similar projects;
  • At least 1 previous experience (or 2 years of experience) specifically working with EU procedures, in particular related to service contracts (implying knowledge and understanding of PCM and Logical Framework approach);
  • Participation in at least 1 project in the field of EU affairs, preferably EU-funded technical assistance projects, will be an advantage;
  • Proven experience in communication and media is an asset.

Key expert 2: JUNIOR EXPERT - Public Diplomacy/Communication/Public Relations. (Ref.: Canada_02/2019)


Qualifications and skills

  • University degree (Bachelor degree) or Advanced university degree (Master degree) in public relations, journalism, communication, political science, international relations, or similar;
  • Fluency in English with good command of French;
  • Strong knowledge of Canadian media and communication environment, is an asset;
  • Proven knowledge of EU institutions, functioning and policies is an asset.

General professional experience

  • Minimum of 5 years of general professional experience in public diplomacy, or public relations, or communication, or media, and event management, or equivalent;
  • Working experience in Canada.

Specific professional experience

  • Minimum 3 years of experience (included in the 5 years of general professional experience) specifically in the field of Public Diplomacy*/Communication/Public Relations in external relations;
  • At least 2 years of experience specifically in organization of events and implementation of communication strategies;
  • Participation in at least 1 project in the field of EU affairs, preferably EU-funded technical assistance projects, will be an advantage;
  • Knowledge and understanding of PCM and Logical Framework approach is an asset.

* "Public Diplomacy" refers to the process whereby a country (or an entity) seeks to build trust and understanding by engaging with a broader foreign public beyond the governmental relations that, customarily, have been the focus of diplomatic effort.
