CESO is recruiting a Senior Maritime Infrastructure Investment Expert for an EU-funded technical assistance project, serving the EU Delegation to Cabo Verde and Cabo Verde TradeInvest, to strengthen the country's positioning in blue economy investment markets.
📌 Key responsibilities:
- Lead the preparation of the Investment Note on Marinas, including market potential, regulatory context, PPP options and indicative opportunities
- Lead the drafting of the Background Note on Cabo Verde's blue economy and maritime leisure infrastructure
- Support CVTI and the EU Delegation in designing the agendas, speaker selection and facilitation plans for the World Congress and FIC
- Provide on-site technical support during the World Congress 2026 and FIC 2026
- Lead the drafting of the Final Technical Report, including key messages, investment leads and follow-up actions
🎓 Profile:
- Advanced university degree in Economics, Public Policy, Maritime Studies, Infrastructure Development or a related field
- At least 10 years of professional experience in blue economy, maritime infrastructure, tourism development or investment promotion (experience in SIDS is an advantage)
- Experience in public-private partnerships (PPP) and marina expertise
- Demonstrated experience preparing analytical, investment-oriented technical documents
- Proven experience coordinating and implementing high-level events
- Excellent command of English; good knowledge of Portuguese or Spanish is an advantage
🗓️ Duration: 4 months (September–December 2026) | 35 working days
📍 Location: Home-based, with one mission to Barcelona, Spain, and one mission to Mindelo, Sao Vicente island
