Study on the Costs and Financing of Higher Education in Angola
This document is an important "source of information for making strategic decisions on the funding of higher education, and is particularly relevant in the current context of growth in the subsystem and the role that it plays in democratizing, improving skills and developing regions and countries.
The study’ central goal is to assist the ministry responsible for higher education in Angola in analysing policies for funding the higher education subsystem".
It aims to:
- analyse the institutional aspects of public funding of higher education and research in Angola;
- examine the development of public resources used for public higher education and research (study grants for Master’s and doctoral degrees abroad);
- estimate the costs for students in higher education and of their families andto distinguish between public and private Higher Education Institutions and to estimate the unit costs of institutions of higher education per faculty, department and course and identify the factors influencing these costs;
- draw up prospective scenarios for higher education in Angola 2017-2030.
Requested by the Ministry of Higher Education in Angola the study was carried out between 2016 and 2017 and financed by the African Development Bank.
